Action Requested:                     

Consider a resolution approving the construction bid from The Fain Group, Inc. of Fort Worth, Texas; for the Bates Street Reconstruction project in the amount of $4,283,638.00.

Background:                     

In early 2018 the City of Keller began working with engineering consultants from Kimley-Horn to develop a conceptual layout and implementation plan for Old Town Keller Phase II. The implementation plan provided guidance on how to prioritize the infrastructure projects identified in the conceptual layout, with Bates Street and the associated Hwy. 377 crossing rising to the top of the list. In August 2021 City Council authorized the use of the Competitive Sealed Proposal method to allow the project team to evaluate bids based not only on price, but also on experience, qualifications and other weighted criteria to ensure the best value for the city.

Four (4) qualifying bids were received at Keller Town Hall on February 9, 2022 for this project.  A bid summary is included showing the range of bid amounts. City staff has reviewed all bids and determined the low bidder’s qualifications, bonding capacity and references make them the best candidate for the project. Staff recommends The Fain Group, Inc., of Fort Worth, Texas be awarded the bid in the amount of $4,283,638.00 with construction to be completed within 365 calendar days.

Financial Impact:

Funding is included in the Street System CIP budget with funding provided by the General Fund.
