Consider a resolution approving Contract Amendments # 2 and # 3 to an Agreement for Design Services and Contract Administration with Parkhill, of Arlington, Texas, to provide water and sewer system evaluation and design at the Keller Sports Park for the Public Works Department, and design, engineering, bidding and construction phase services relating to the Splashpad Project at the Keller Sports Park for the Parks and Recreation Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving Contract Amendments # 2 and # 3 to an Agreement for Design Services and Contract Administration with Parkhill, of Arlington, Texas in the total amount of $363,853.00. The original contract amount is $2,332,300.00. With this amendment, the total contract amount will be $2,710,873.00.
Background:
The city entered into a professional services agreement with Parkhill on March 22, 2022 for the construction document, bidding and construction administration phase services for the Keller Sports Park Renovation Project, which is currently at the 95% design stage.
During the design process, staff recommended adding underground water and sewer system evaluation and design to the project, since the existing 40 year old underground utilities are approaching the end of their life expectancy. At the April 18, 2023 City Council Work Session, City Council directed staff to proceed with adding this scope to the Keller Sports Park Renovation Project.
Staff also advertised for professional architectural and engineering services for a Splashpad in December 2022. Six (6) companies responded and Parkhill was unanimously chosen as being the most qualified among the two (2) staff members and three (3) Parks and Recreation Advisory Board members assigned to the selection committee. After considerable discussion with members of the Keller Sports Park Task Force, it has been recommended that this splashpad be located at the Keller Sports Park. By adding the professional services for the Splashpad Project to Parkhill's original agreement for the Keller Sports Park Renovation Project, it will provide a seamless integration of both projects.
Financial Impact:
Funding in the amount of $117,430.00 shall be paid from the Public Works Capital Improvement Fund with funding provided by the Water/Sewer Fund, and funding in the amount of $246,423.00 shall be paid from the Parks Capital Improvement Project Fund with funding provided by the Keller Development Corporation Fund.
Citizen Input/Board Review:
Members of the Parks and Recreation Advisory Board helped select Parkhill as the architect for the Splashpad, and members of the Keller Sports Park Task Force recommended that this splashpad be located in the Keller Sports Park.
Legal Review:
The proposed agreement has been reviewed by the City Attorney.
