Action Requested:
Conduct a public hearing and consider a request to approve amendments to the City of Keller Unified Development Code (UDC) related to allowable uses in the Town Center Medical Overlay zoning district.
Background:
In 2024, City Council approved several amendments to the Town Center and Town Center Medical Overlay zoning district use charts, along with changes to other parts of the UDC related to spas and Medical Spas. The 2024 amendment did not address the uses of “Veterinarian Clinic” or “Kennels, Grooming Only”. The proposed amendment would apply the same medical services and personal grooming services Specific Use Permit (SUP) requirements in Town Center Medical Overlay for animals that currently apply to humans.
A similar UDC text amendment for the Town Center zoning district went before the Commission on July 14, 2026. The proposed amendment is scheduled to go before the City Council on August 4, 2026.

Summary:
The proposed UDC Amendments include:
1. Change the uses “Veterinarian Clinic” and “Kennels, Grooming Only” from Permitted to Specific Use Permit required in the Town Center Medical Overlay zoning district.
Citizen Input:
An amendment to the text of the UDC requires a public hearing notice to be published in the local newspaper ten (10) days prior to the scheduled Planning and Zoning Commission meeting date and fifteen (15) days prior to the City Council Meeting Date. The notice for the Planning and Zoning Commission public hearing was published in the July 19, 2026 edition of the Fort Worth Star-Telegram. Staff has not received any comments from the public on the proposed UDC Amendments.
Alternatives:
Planning and Zoning Commission has the following options when considering an amendment to the text of the UDC:
• Recommend approval as submitted
• Recommend approval with modifications or additional amendments(s)
• Table the agenda item to a specific date with clarification of intent and purpose
• Recommend denial
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this UDC Text Amendment application will be scheduled for City Council action on August 18, 2026.
