Title

Consider a resolution awarding a contract to Prater Electric, of Rowlett, Texas, for the Pearson Pump Station VFD Replacement project for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.

Body

Background:

The Pearson Pump Station has three water pumps driven by variable frequency drives (VFD’s) and are together capable of pumping up to 14 million gallons per day.  This water storage site supplies roughly two-thirds of Keller’s water needs and covers the southern half of the city.  The state, via the Texas Commission on Environmental Quality or TCEQ, requires that the normal water demand needs be met with one less pump than is present on a given site.  For Keller, that demand can be met with two pumps.  However, during heavy or peak demand periods, all three pumps are required.

In mid-2025, one of the three pumps failed and cannot be repaired.  Because of the time to design and the cost to replace, its replacement could not be added to the current tank rehab effort. With one of the three pumps out of service, the city risks potentially not being able to meet heavy summer demands.

As a result, a replacement pump was designed and the City received four (4) bids on April 15, 2026.  The lowest and most responsive bid was submitted by Prater Electric, of Rowlett, Texas in the amount of $816,000.00.  The contractor estimates that it will take 16 months to manufacture, deliver and install the new pump.

Financial Impact:

The project will be funded in the Water & Wastewater Utility Capital Project Fund.  Partial Funding has been provided through the Water & Wastewater Utility Fund and remaining funding will be included in the FY 2026-27 Water & Wastewater Utility Fund budget.
