Background:

Earth Nail Spa is a spa that is currently located in the City of Carrollton. The Applicant has stated that they are looking to expand to Keller, at the proposed location of 1637 Keller Parkway Unit 200.

 

In the Retail (R) zoning district, a Specific Use Permit (SUP) is required to operate a spa.

 

Site Design:

Earth Nail Spa will occupy 2,675 square-feet of a new building at 1637 Keller Parkway that is approximately 7,575 square feet.

 

The building permit for the new shell building is currently finishing out final inspections.

 

The Unified Development Code (UDC) parking requirement for “retail or personal service establishment” is one space per 200 square-feet of gross floor area, bringing the total requirement for this applicant to 14. There are approximately 38 spaces of parking provided on the property.

 

Business Details:

The Applicant has stated that Earth Nail Spa will provide professional nail services in a modern, upscale environment. The business will provide 16 manicure stations, 10 pedicure stations, and a dedicated wellness room. The wellness room consists of a massage bed and red/blue light therapy. The business will not provide massage therapy, medical services, or alcoholic beverages.

 

Earth Nail Spa also offers a membership of unlimited manicures and pedicures.

 

 

The business will consist of approximately 20 employees.

 

Hours of Operation:

Monday - Friday: 10:00 AM - 8:00 PM

Saturday: 9:00 AM - 7:00 PM

Sunday: 10:00 AM - 6:00 PM.

 

 

Surrounding Zoning and Land Use:

North: SF-36 / RTC

East: Retail / RTC

South: Retail / Office and RTC

West: Retail/ RTC

 

The subject property is zoned Retail and designated Retail/Commercial (RTC) on the city’s Future Land Use Plan (FLUP).

 

Summary:

Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:

 

1)                     The use is harmonious and compatible with surrounding existing uses or proposed uses;

 

2)                     The activities requested by the applicant are normally associated with the permitted uses in the base district;

 

3)                     The nature of the use is reasonable and appropriate in the immediate area;

 

4)                     Any negative impact on the surrounding area has been mitigated; and

                     

5)                     That any additional conditions specified ensure that the intent of the district purposes are being upheld.

                     

 

Citizen Input:

On August 27, 2026, the City mailed out 14 letters of notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.

 

Staff has received not received any public feedback regarding this request.

 

Planning and Zoning Commission Recommendation:

At the September 8, 2026, Planning and Zoning Commission meeting, Commissioners recommended approval of the SUP request by a vote of 6-0.

 

Alternatives:

The City Council has the following options when considering a Specific Use Permit:

•                     Approve as submitted.

•                     Approve with modified or additional condition(s).

•                     Table the agenda item to a specific date with clarification of intent and purpose.

•                     Deny.
