Consider approval of a resolution adopting the 2023 City Council Strategic Map.
Background:
In 2021, Baker Tilly organized and facilitated a strategic planning workshop for City Council and senior city staff. The workshop was the first workshop conducted in many years. During a series of interviews the Mayor, Council, city manager, and department heads, shared information on strategic challenges and opportunities that served as the basis of discussion at the workshop. This developed a framework to guide decision-making for both Council and staff over the next three to five years. The framework makes up the strategic map and presents the city’s operating blueprint in terms of vision, mission, core values, goals, and the strategies identified to reach those goals. The strategic map is vital and serves as a useful tool for aligning departmental plans and objectives. Additionally, the map, along with Keller’s citizen surveys, helps serve as a budget guide for staff and Council.
In early 2023, a workshop was held to revisit the map to see what, if anything, needed to be updated to better reflect Council’s current and future vision for Keller. Similar to 2021, a series of interviews with the Mayor, Council, and city manager were held and the parties all came together to participate in a strategic planning workshop in March 2023. During the workshop, suggested updates to the strategic map were made and a draft document was distributed to Council at the June 6, 2023 work session.
Notable changes found in the 2023 strategic map include the addition of a sixth goal, titled “Expand Citizen Engagement”, and the development of detailed initiatives for staff and Council to reference.
