PUBLIC HEARING: Consider a request for a Major Subdivision Final Plat with variances for Lots 3-R thru 7-R, Block A, and Lot 1, Block B of the Calais Estates subdivision, being 6.63 acres, located on the west side of Willis Lane, approximately 1,787 feet southeast of the Rapp Road and Willis Lane intersection, being a replat of Lots 3 thru 7, Block A of the Calais Estates subdivision, and a final plat of a portion of the John Edmonds Survey Abstract 457 Tract 4A1 & 4A2, zoned Single-Family 36,000 minimum square-foot lots (SF-36), and addressed as 304, 308, 312, 316, and 320 Calais Drive, and 1516 Willis Lane. Background:
The Calais Estates subdivision was originally platted in 2003 and included 15 residential SF-36 zoned lots out of a 14.313-acre tract from the John Edmonds Survey Abstract 457. The other subject property, 1516 Willis Lane, has never been platted.
The purpose of this replat is to revise the south lot lines of Lots 3R-7R of the Calais Estates subdivision and create a final plat for the remainder of 1516 Willis Lane (Lot 1, Block B) into a single-family lot, zoned SF-36.
The application includes a variance request to Section 8.04 of the Unified Development Code for minimum lot width. All lots meet the minimum lot size of 36,000 square-feet. Since 1516 Willis Lane has never been platted, the city has never approved that lot configuration officially with a plat. That creates the requirement for the variance in order to approve the final plat with a lot width that is less than the required zoning standards.

Per UDC Section 8.04(4)(a), the minimum lot width is 140’ in the SF-36 zoning district. The applicant has requested the following variances:
1. To allow Lot 1, Block B, to have a minimum lot width of 122’ in lieu of the 140’ width requirement
Citizen Input:
On July 30, 2026, the City mailed out 34 Letters of Notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site.
Staff has not received any public feedback regarding this request.
Summary:
Section 2.07 (A)(2) of the UDC states that when considering a Major Subdivision Final Plat with variances, the Planning and Zoning Commission shall consider the following factors:
a) That there are special circumstances or conditions affecting the land involved such that the strict application of the provisions of this Code would deprive the applicant of the reasonable use of his land.
b) That the granting of the variance will not be detrimental to the public health, safety or welfare, or injurious to other properties in the area.
c) That the granting of the variance will not have the effect of preventing the orderly subdivision of other lands in the area in accordance with the provisions of this Code.
d) That the granting of the variance will not constitute a violation of any other valid ordinance of the City of Keller.
e) That strict compliance with the regulations, and/or that the purpose of the regulations will be served to a greater extent by the alternative proposal
Planning and Zoning Commission Alternatives:
The Planning and Zoning Commission has the following options when considering a Final Plat with variances:
• Recommend approval as submitted.
• Recommend approval with modified or additional conditions.
• Table the agenda item to a specific date with clarification of intent and purpose.
• Recommend denial.
