Consider an ordinance of the City Council of the City of Keller, Texas, amending the Keller Code of Ordinances Chapter 18, Article x, Roller Skating, Rollerblading, Skateboarding, and use of other similar devices, through the amendment of the title and the addition of new Section 18-1020, “electric bicycles”; providing a repealing clause; providing a severability clause; and establishing an effective date.
BACKGROUND:
The increase in juveniles operating electric bicycles (E-bikes) has grown rapidly. This has created safety concerns for these juvenile riders as well as motorists and pedestrians who travel our public rights-of-way. This has also created costly and unnecessary damage to city parks and public property. Coupled together, they have resulted in hazardous conditions, violations of state motor vehicle laws, and use of unauthorized vehicles in public spaces. This proposal provides a public education initiative as well as additions to our city ordinances including safety restrictions & equipment, speed limits, and enforcement options.
