Title

Consider a resolution amending Resolution No. 3411, dated September 3, 2013; and authorizing the renewal and amendment of the Interlocal Agreement for Police Services with the Town of Westlake, Texas, for a five-year term from October 1, 2018 through September 30, 2023.

Body

Background:

The Keller Police Department has been providing police services to the Town of Westlake since 2002.  This Agreement has worked very well for both communities.  Westlake receives the services of a 90 person State and Nationally Accredited Police agency fully staffed and equipped to handle all types of incidents for a fraction of the cost.  Services include police, dispatch, detention and animal services.  In turn Keller receives funding for eight (8) employees, including equipment and capital costs which provide the needed patrol coverage in the north section of their city and an administrative charge for the program. There are no significant changes in the terms of the proposed agreement.

Financial Impact:

Renewal cost for Fiscal Year 2018-19 is estimated to be $874,736, plus an $82,743 administrative fee, for a total contract price of $957,479.  Each year the price will be adjusted to reflect true costs to provide the service.

This revenue from the Town of Westlake for services provided is allocated to the General Fund.  This amount is equal to about 10% of the General Fund police budget.

Citizen Input/Board Review:

Approved by the Town Council of the Town of Westlake on August 27, 2018.

Legal Review:

The proposed Agreement has been reviewed City Attorney.
