Action Requested:                     

Approve a construction contract with DN Tanks, LLC of Grand Prairie, Texas for the Rehabilitation of the Pearson Ground Storage Tank #2 project in the amount of $819,931.00.

 

Background:                     

Rehabilitation of all of the city’s water storage tanks is included in the capital improvements program.  Work on Pearson Ground Storage Tank #1 is currently underway and on schedule.  The Pearson Ground Storage Tank #2 is next on the list.

On November 16, 2023, four (4) bids were received for the project.  Staff, with the assistance of engineering Kleinfelder, evaluated the bids and references and recommends DN Tanks, LLC of Grand Prairie, Texas be awarded the contract in the amount of $819,931.00, with construction to be substantially complete within 120 calendar days of notice to proceed.  A bid summary is included.

DN Tanks is the third low bidder. Neither the low bidder, nor the second low bidder provided adequate subcontractor reference information or relevant project experience and are considered non-responsive. Due to the tight construction schedule, the subcontractors and experience are critical to the successful delivery of this project. Staff is taking every precaution to ensure the tank is back in service in time for the increased water demand of spring.

 

Financial Impact:

The funding for this item is included in the Water System Capital Improvements Project fund, with funding provided by the Water & Wastewater Utility and ARPA funds. If unforeseen circumstances are encountered, which results in an overage of the project budget, further council action and a budget amendment may be required.
