Action Requested:                     

Approve a proposal for Third-Party Building Inspection Services with Safebuilt Texas, LLC, of Fort Worth, Texas, for the purpose of providing third-party fire inspection services for the Fire Department, in the amount of $109,100.00.

 

Background:                     

The City of Keller has historically performed all fire inspections and fire plan reviews in-house. Due to increased development activity and the need to ensure timely plan reviews and inspections, staff issued a Request for Proposals (RFP 25-020) for third-party fire review and inspection services. This will be the first time the City contracts with a vendor for third-party fire inspections.

On August 11, 2025, the City released RFP 25-020, and proposals were opened on September 3, 2025. Two qualifying proposals were received:

Safebuilt Texas, LLC - $109,100.00
Bureau Veritas North America, Inc. - $136,500.00

Safebuilt’s proposal includes fire plan reviews, inspections, re-inspections, technical consultation, and attendance at weekly Development Review Committee (DRC) meetings. Services integrate with Tyler Technologies EP&L, ESO Fire Inspection System, and Bluebeam Studio for digital plan review. All personnel meet State of Texas and ICC certification requirements.

Safebuilt’s pricing is based on estimated annual hours, for a total of $109,100.00. The contract provides for one (1) initial year with the option to renew for up to four (4) additional one (1) year terms, subject to annual Council approval. Escalation rates are capped at 4.5% annually and limited by CPI or 10%, whichever is greater.  The five-year not to exceed amount is $596,855.00.

Financial Impact:

Funding for this activity is included in the Fire Department’s operating budget, with funding provided by the General Fund. This item is annually renewable for four additional years, up to a total of five years.
