Action Requested:
Approve a resolution authorizing the use of the Competitive Sealed Proposal method for the Mount Gilead Road Reconstruction project and delegating authority to the City Manager and/or his designee to utilize the Competitive Sealed Proposal method.
Background:
Texas Government Code Chapter 2269 allows construction projects to be delivered in a method other than the Competitive Bidding method, more commonly known as design-bid-build. However, the municipality must formally state what method provides the best value prior to advertising. Subchapter B of the code allows City Council to delegate authority to the City Manager, or his designee, to implement the Competitive Sealed Proposal method.
Mount Gilead Road is still under design and will return to the council for final review before advertising for construction. However, this step needs to be documented before the project reaches that stage. Staff expects returning the council in the Spring of 2026 to bid this project.
The proposed resolution states the Competitive Sealed Proposal method provides the best value for the project and delegates the authority needed to implement this alternative delivery method. The City Council will still be required to formally award and execute the construction contract.
Financial Impact:
Funding is included in the Street System Capital Improvements Project Fund with funding provided by the General Fund and Impact Fees.
