PUBLIC HEARING: Consider a request for a Specific Use Permit (SUP) for an approximately 1,815 square-foot detached garage, located on 1.108 acres, on the south side of Ottinger Road, located approximately 968 feet northeast from the Florence Road and Ottinger Road intersection, legally described as Lot 1A, Block A of the Inspired Ranch subdivision, zoned Single-Family 36,000 square-foot lot size or greater (SF-36) and addressed 1289 Ottinger Road. Background:
The Applicant requests a Specific Use Permit (SUP) for an 1,815 square-foot detached garage with an average height of 15 feet 8 inches.
The proposed structure is to be used as storage space for vehicles, equipment and household items.
There are two SUP triggers for the proposed structure:
1. An SUP to exceed 1,200 square feet in the SF-36 zoning district.
2. An SUP for the height of the structure to exceed an average of 15 feet tall.
Site Design:
The proposed site plan shows the structure is located behind the front facade of the main home and will conform to the setback requirements of the SF-36 zoning district. The proposed detached garage will replace the existing detached garage on the site.
Elevations:
The detached garage was designed with black metal panels and a single-slope roof.
The average height of the structure will be approximately 15 feet 8 inches; measured from the average of the base plate (14 feet 3 inches) and the peak (17 feet) of the roof. UDC Section 9.06 (A)(9) states that the maximum height of an accessory building shall not exceed fifteen feet (15') unless approved by a SUP for additional height.
Existing structures:
The main home is currently under construction and is approximately 6,040 square-feet. The UDC states that the combined area of all accessory buildings on a lot shall be less than 50% of the main structure, unless approved by an SUP.
There is an existing 1,500 square-foot detached garage on the property that will be replaced with the proposed structure. The proposed structure is less than 50% of the square-footage of the main structure.
Request:
1. An SUP for the proposed accessory structure to exceed 1,200 square feet in the SF-36 zoning district.
2. An SUP for the height of the structure to exceed an average of 15 feet tall. The proposed average height is approximately 17 feet 8 inches.
Summary:
Section 8.02 (F)(2)(a) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:
1) The use is harmonious and compatible with surrounding existing uses or proposed uses;
2) The activities requested by the applicant are normally associated with the permitted uses in the base district;
3) The nature of the use is reasonable and appropriate in the immediate area;
4) Any negative impact on the surrounding area has been mitigated; and
5) That any additional conditions specified ensure that the intent of the district purposes are being upheld.
Citizen Input:
On July 16, 2026, the City mailed 11 Letters of Notification for this public hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was also posted on the site.
Staff has received no public opinion letters in response to this request.
Alternatives:
The Planning and Zoning Commission has the following options when considering Specific Use Permit requests:
• Recommend approval as submitted.
• Recommend approval with modified or additional condition(s).
• Table the agenda item to a specific date with clarification of intent and purpose.
• Recommend denial.
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, this Specific Use Permit application will be scheduled for City Council action on August 18, 2026.
