Action Requested:                     

Consider a resolution approving Amendment No. 1 to the CMAR Services Agreement to establish the GMP for construction of the improvements to the Keller Sports Park in the amount of $30,901,604.00; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.

 

Background:                     

A special Task Force was created by City Council in August of 2021 to investigate and make recommendations for improvements to the Keller Sports Park. Members included representatives from all youth sports associations that utilize the Keller Sports Park, including the Keller Youth Association, Keller Soccer Association, Alliance Rugby Club, Keller Lacrosse Club and representatives from Keller Equestrian Clubs, along with members of the City Council and Parks and Recreation Advisory Committee. Multiple public task force meetings and presentations on the project were held between August 2021 and February 2022. In March 2022, City Council accepted the Task Force recommendation and instructed staff to begin the design process and authorized a design contract with Parkhill. 

The project consists of: adding a new grass multi-purpose field with an associated parking lot; replacing one grass soccer field with synthetic turf; constructing two new lighted baseball fields; renovating existing multi-purpose and baseball fields; constructing new restrooms, storage and concession buildings; constructing a new field house and meeting rooms, renovating existing restroom/concession buildings; constructing new shade structures; and enhancing landscaping, lighting, fencing, backstops, and netting throughout the park.

On December 20, 2022, City Council approved Resolution No. 4608 authorizing a CMAR Services Agreement with Dean Construction to manage the design cost and construction of the improvements to the Keller Sports Park.

Dean Construction advertised a competitive proposal package in accordance with the requirements of the Texas Government Code Chapter 2269, subchapter F. Each package represented a component of work necessary to construct the Project, including Civil Work, Site Work, Building Work, Mechanical Work, Electrical Work, and Field Improvements. The proposals providing the best value for each package were used to set the GMP for construction of the improvements to the Keller Sports Park by Dean Construction. The GMP was reviewed and negotiated by staff with the support of the architect of record.

Approval of Amendment No. 1 to the CMAR Services Agreement with Dean Construction will set the GMP for construction in the amount of $30,901,604.00 and authorizes Dean Construction to construct the improvements to the Keller Sports Park. Construction will begin in January 2024 and be substantially complete by December 2025.

 

Financial Impact:

Funding is included in the Fiscal Year 2023-24 Parks Capital Improvement Fund, with funding provided by Certificates of Obligation and annual payments will be funded by the Keller Development Corporation.

 

Citizen Input/Board Review:                     

Multiple public meetings and presentations on the project have been held since August 2021.

 

Legal Review:                       

The City Attorney has reviewed and approved the proposed resolution.
