Consider a resolution ordering a Runoff Election to fill the unexpired term of City Council Place 4, for the City of Keller, Texas to be held on the 13th day of June 2026, as set forth by the Charter and the Texas Election Code.

Background:                     

The purpose of this resolution is to order the June 13, 2026, City of Keller Runoff Election for the office of City Council Place 4.

The official canvass of the May 2, 2026, General Election reflects that no candidate for City Council Place 4 received a majority of the votes cast. Elda Rata received 19.22% of the vote, Russ Medeiros received 41.69% of the vote, and Jarrett Armstrong received 39.09% of the vote. Because no candidate received more than fifty percent (50%) of the total votes cast, a runoff election is required between the two candidates receiving the highest number of votes, Russ Medeiros and Jarrett Armstrong.

The Texas Constitution requires that municipalities providing terms exceeding two (2) years but not exceeding four (4) years for members of their governing body must elect those members by majority vote. The City of Keller provides three-year terms for City Council members; therefore, a candidate must receive a majority (more than 50%) of the votes cast to be elected.

All participating entities will share Tarrant County early voting locations for the June 13, 2026, Runoff Election. The main early voting location is the Tarrant County Elections Center, 2700 Premier Street, Fort Worth, Texas. Keller Town Hall will also serve as an early voting location. All registered voters in the City of Keller may vote at any Tarrant County early voting location.

On Election Day, registered voters in the City of Keller may vote at any Tarrant County Election Day voting location.

Tarrant County will conduct the election using the Hart InterCivic Verity Voting System (Version 2.3.1).

Combined ballots will be utilized in those polling locations where jurisdictions overlap for the June 13, 2026 Runoff Election.

Financial Considerations:

The final cost of said election will be provided by Tarrant County at a later date.
