Consider a resolution of the City Council of the City of Keller, Texas, approving an agreement with DataVox to upgrade the Police Department’s Access Control System (Police Station and campus, except detention center); and authorizing the City Manager to execute all documents and relating thereto on behalf of the City of Keller, Texas.

 

 

Background:                     

Prior to the police department’s current jail being built, all city facilities, including the police department, were using EMC/Apollo for access control. When the current jail and animal control were built in 2014, Montgomery Technology Systems (MTS) jail access control was installed. In 2015, the remainder of the police department campus was moved from EMC/Apollo to MTS. MTS was a jail access control system adapted for use for the remainder of the police campus. In 2018, all city facilities, except the police department, were moved from EMC/Apollo to Genetec. Datavox is the installer/reseller for the Genetec software to be used in the police campus. This will improve overall service and achieve full system functionality by fully integrating all police facilities with the rest of the city’s current access control and badge system.
       
The contingency costs represent anticipated costs such as bad relays, cables, card readers, failed doors and/or locks that will need to be replaced. These will not be identified until the system is being installed. The entire access control project is estimated to cost $350,000 and a separate agenda item related to the detention center access control is tentatively scheduled for the March 22 agenda. The Keller Crime Control and Prevention District Board (KCCPD) and City Council approved the initial costs of this project of $250,000 when the 2021-22 KCCPD budget was approved; however, tremendous price increases in technology hardware and supplies over the last year have contributed to the difference in the original budget estimate and current cost. On Tuesday January 11, 2022, the KCCPD board approved the additional $100,000 to account for the current costs.

 

Financial Impact:

The estimated cost of the project is $157,675 which includes the initial contract costs of $133,109.14 and contingency of $24,505.86 due to the age of the infrastructure.  The KCCPD budget includes $250,000 for the total access control project and estimated costs are $350,000, so a budget amendment may be required to cover the total project costs.

 

Citizen Input/Board Review:                     

The KCCPD Board approved the access control project as part of their budget and approved the increased project cost at their January 11, 2022 Board Meeting.
