Requested:
Consider a resolution approving new TIRZ Board Members.
Background:
The Keller Tax Increment Financing Reinvestment Zone No.1 was created by the City Council in 1998. State law requires that this zone establish a Board of Directors. This Board of Directors is an advisory body to the City Council regarding the development of the zone. In most cases, almost all the work of the Board of Directors of a TIRZ occurs at the beginning of the TIRZ creation. The State Statute sets terms for TIRZ Board Members at two (2) years.
City Council Ordinance No. 1021, dated September 5, 2000, created the board’s current composition. City Council chooses eight (8) of the twelve (12) board members, one (1) of which must be the Mayor. Each of the four (4) other taxing entities who participate in the TIRZ appoints a member to the board.
With the recent changes in Council and in preparation for our annual TIRZ Board meeting it is necessary to revise the make-up of the Board to include Mayor Pat McGrail and Council Members Chris Whatley and Tag Green.
The new appointees are proposed as follows:
1. Mayor Pat McGrail
2. Council Member Chris Whatley
3. Council Member Tag Green
This board typically meets annually to review the financial conditions of the TIRZ.
Considerations:
The City Manager is the Zone Manager of the TIRZ. The City Secretary is the Zone Secretary of the TIRZ. Neither are board members.
