Consider a resolution approving a construction contract with N.G. Painting, LLC of Kerrville, Texas, for the Rehabilitation of the 1.5 MG Whitley Elevated Storage Tank Project for the Public Works Department, and further authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a construction contract with N.G. Painting, LLC of Kerrville, Texas, for the Rehabilitation of the 1.5 MG Whitley Elevated Storage Tank Project, in the amount of $1,976,960.00.
Background:
Rehabilitation of each of the five city’s water storage tanks is included in the capital improvements program. Work on the two Pearson Ground Storage Tanks is completed. The 1.5 MG Whitley Elevated Storage Tank is next on the list.
On October 31, 2024, three (3) bids were received for the project. Staff, with the assistance of engineering Kleinfelder, evaluated the bids and references and recommends N.G. Painting, LLC of Kerrville, Texas be awarded the contract in the amount of $1,976,960.00, with construction to be substantially complete within 180 calendar days of notice to proceed. A bid summary is included.
N.G. Painting, LLC is the second lowest bidder. The low bidder failed to provide adequate subcontractor reference information or relevant project experience and are considered non-responsive. Due to the tight construction schedule, the sub-contractors are critical to the successful delivery of this project. Staff is taking every precaution to ensure the elevated storage tank is back in service in time for the increased water demand of the Spring.
Financial Impact:
The funding for this item is included in the Water System Capital Improvements Project fund, with funding provided by the Water & Wastewater Utility and ARPA funds. If unforeseen circumstances are encountered, which results in an overage of the project budget, further council action and a budget amendment may be required.
