Action Requested:                     

Approve a contract amendment to a Professional Services Agreement with Baird, Hampton & Brown, of Fort Worth, Texas to increase the contract amount by $45,000 to $75,000.

 

Background:                     

As Keller continues to develop, the complexity of drainage reviews for development projects has increased substantially, requiring more extensive technical analysis and coordination with developers, engineers, and regulatory entities. These reviews are critical to ensuring compliance with City standards, minimizing flood risk, and protecting public infrastructure.

Baird, Hampton & Brown currently provides drainage development review services on an as-needed basis. In October 2021, an annually renewable contract was awarded for $30,000 to provide these services. This is the last year of that contract.  A new contract will be considered for next fiscal year.  The funding for the current year project has been fully utilized due to a higher-than-anticipated volume of complex projects, many of which involve large-scale or multi-phase developments that require repeated review cycles.

Staff requests an increase of the contract value by $45,000, bringing the total contract value to $75,000, to cover current and expected workload through the end of the fiscal year. This amendment will ensure continuity of timely review services, prevent project delays, and maintain the City’s commitment to thorough drainage evaluation for all development applications.

For reference, expenses related to this activity for the last three years as well as year-to-date expenditures are included below:

 

Financial Impact:

Funds for this amendment are included in the Engineering & Inspections and Drainage Operations divisions of the Public Works Department, with funding provided by the General Fund and Drainage Utility Fund. If funds necessary to complete this project are not available, a budget amendment will be required.
