Consider a resolution approving the purchase of pavement sealing and marking services from Stripe Right, of Rhome, Texas, through The Interlocal Purchasing System (TIPS) cooperative purchasing program; and authorizing the City Manager to execute all purchasing documents related thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve the purchase of pavement sealing and marking services from Stripe Right, of Rhome, Texas, through The Interlocal Purchasing System (TIPS) cooperative purchasing program, in an amount not to exceed $65,000.00, on an as-needed basis.
Background:
As construction planning continues in Old Town Keller, parking surfaces and existing pavement, along with associated pavement markings, continue to deteriorate. As such, additional preservation efforts are required in order to maintain pavement conditions as much as is practicable given construction timelines. The preservation effort selected as the best value option for this purpose is sealing, as it provides both water-proofing and aesthetic improvements for minimal cost. However, while it is a good option for maintaining pavement already in good condition (Old Town Keller - West (OTK-W)), it only provides for a short-term benefit for pavement in poor condition (Old Town Keller - East (OTK-E)).
In March 2023, staff successfully engaged Stripe Right to perform as-needed sealing and marking services for asphalt parking areas in OTK-W. This item will allow staff to continue with these activities in OTK-E as well as other areas of the City on an as-needed basis.
The proposal from Stripe Right utilizes a cooperative purchasing contract. TIPS is a purchasing program that allows state and local governments to benefit from the shared purchasing power of numerous state entities.
City staff has reviewed and determined that the TIPS contract for Stripe Right of Rhome, Texas provides for the lowest and most responsible unit prices for such services and recommends the purchase of pavement sealing and marking services in an amount not to exceed of $65,000.
Financial Impact:
Funding for this activity is included with the Public Works Department’s Street Maintenance operations budget, with funding provided by the General Fund.
