Consider a resolution approving the purchase of Pavement Condition Assessment Services from International Cybernetics Corporation (ICC-IMS) of Largo, Florida, through the TxShare purchasing cooperative, for the Public Works Department related to the 2026 Pavement Condition Survey; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve the purchase of Pavement Condition Assessment Services from International Cybernetics Corporation (ICC-IMS) of Largo, Florida, in the amount of $95,430.00, through the TxShare purchasing cooperative, for the Public Works Department related to the 2026 Pavement Condition Survey.
Background:
An updated condition and assessment of the street system has proven to be valuable in maximizing the impact of limited street maintenance funds. In the past, the city contracted with IMS in 2005, 2010, 2015, and 2020 for comprehensive street condition assessments. IMS has been an industry leader in collecting and analyzing road condition data. As a result of the merge with ICC and the use of Artificial Intelligence (AI), this service can now be performed more cost effectively and provides the city the opportunity to collect the condition of additional field assets like signs, sign supports and pavement markings.
Staff currently uses the pavement condition index ratings to prioritize streets for annual rehabilitation or reconstruction activities. This contract will mirror previous efforts by driving all streets in the City with a specially outfitted vehicle that collects data related to surface condition, rutting, roughness, and other condition characteristics. A final report will be produced with an overall analysis of the city’s street network, maintenance options and estimated costs.
TxShare is a cooperative purchasing group and program that allows state and local governments to benefit from shared purchasing power. Utilizing this type of program for construction and repair services meets the City of Keller’s competitive bidding requirements and streamlines the purchasing process.
This work is included in the approved FY 2025-26 budget for a comprehensive street condition inventory in support of a 5-year capital improvement plan for all city streets (Attachment “A”).
Financial Impact:
Funding is included in the Street System Capital Improvements Project Fund with funding provided by Impact Fees.
