PUBLIC HEARING: Consider an ordinance approving a Specific Use Permit (SUP) to construct an attached carport, on approximately 0.18 acre of land, approximately 300 feet northeast of the intersection of East Vine Street and Travis Street, legally described as Lot 7 and a portion of Lot 8, Block 3 of the Mays and Sweet Addition, Zoned Single-Family 8,400 square-feet or greater (SF-8.4), and addressed 145 Travis Street. Roger Locke, Owner/Applicant. (SUP-22-0023)
Background:
The Applicant requests an SUP to construct an approximately 220 square-foot attached carport.
Location:
The carport will be attached to the north side of the main dwelling structure, meeting all SF-8.4 setback requirements.
Size:
The proposed size of the attached carport is approximately 220 square feet.
Materials:
The Applicant proposes to use cedar for the carport, and the roof material will be metal in a color similar to the roof (dark grey/black).
Citizen Input:
On June 16, 2022, the City mailed out 30 letters of Notifications for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.
The Applicant provided Staff with a support petition with nine signatures. See Staff Attachment B - Support petition.
As of today, Staff has not received any further comments from the public regarding the proposed SUP.
Planning and Zoning Commission Recommendation:
On June 28, 2022, the Commission voted unanimously to recommend approval of the following SUP request with no modifications.
SUP Request:
1. To construct an approximately 220 square-foot attached carport.
Summary:
Section 8.02 (F)(2) of the UDC states that when considering an SUP request, the City Council shall consider the following factors:
1) The use is harmonious and compatible with surrounding existing uses or proposed uses;
2) The activities requested by the applicant are normally associated with the permitted uses in the base district;
3) The nature of the use is reasonable and appropriate in the immediate area;
4) Any negative impact on the surrounding area has been mitigated; and
5) That any additional conditions specified ensure that the intent of the district purposes are being upheld.
Alternatives:
The City Council has the following options when considering a Specific Use Permit:
§ Approve as submitted (Planning and Zoning Commission recommendation).
§ Approve with modified or additional condition(s).
§ Table the agenda item to a specific date with clarification of intent and purpose.
§ Deny.
