Action Requested:                     

Consider a resolution approving the purchase of 11 replacement vehicles for Fiscal Year 2026-27, including five Police Department vehicles, two Fire Administration vehicles, and four other City vehicles.

 

Background:                     

The City created a Fleet Management Plan during Fiscal Year 2011-12 to provide standards and improve consistency and efficiency in the management and procurement of City vehicles. The Fleet Management Plan is applicable to all on-road City vehicles, with the exception of fire apparatus.

In FY 2017-18, the City contracted with Enterprise Fleet Management to assist with the procurement and disposal of vehicles in order to create long-term savings and efficiencies in the City fleet. These savings are achieved in part by replacing vehicles before significant maintenance and repair costs are incurred, thereby reducing the overall cost of vehicle ownership. Enterprise also assists the City with vehicle procurement and disposal.

During the Fiscal Year 2026-27 budget process, Enterprise reviewed the City's current fleet and worked with City staff to identify vehicles recommended for replacement and estimate replacement costs. Due to limited vehicle availability, manufacturer ordering windows, and potential changes in vehicle pricing and incentives, Enterprise recommends authorizing the purchases in advance to allow orders to be placed as vehicles become available.

Financial Impact:

The Fiscal Year 2026-27 Enterprise Fleet Management summary identifies a total capitalized budget of $753,057.35 for the 11 replacement vehicles. This amount includes vehicle costs, aftermarket equipment, estimated model-year increases, and anticipated equity associated with the replacement vehicles.

The Police Department's five replacement vehicles have a total estimated cost of $375,536.84. The remaining six replacement vehicles are for Fire Administration and other City operations.

Enterprise estimates approximately $153,500 in equity from the sale of the vehicles being replaced.
