Consider a resolution approving a Chapter 380 Economic Development Agreement pursuant to Chapter 380 of the Texas Local Government Code, and pursuant to the City's Economic Development Policy, with Christopher Whatley of Tin Star Entertainment dba Lagniappe Productions, owner of the property located at 120 E. Hill Street, Keller, TX 76248 for a City of Keller Façade Improvement Grant.
Action Requested:
Consider a resolution approving a Chapter 380 Economic Development Program Agreement, for a City of Keller Façade Improvement Matching Grant, in the amount of $10,000.00.
Background:
Christopher Whatley, owner of Tin Star Entertainment dba Lagniappe Productions, is requesting a $10,000.00 façade improvement grant for improvements to the property located at 120 E. Hill Street. The total estimated cost of eligible façade improvements is $22,313.72.
Façade improvements include replacing aged wooden posts, accessibility ramp, hand rails, and porch rails with a concrete ramp with ornamental iron hand rails, iron porch rails and large 6x6 cedar posts. The project also includes landscaping which includes plantings and curbing along the front of the building and a stone veneer applied to the porch, steps and ramp. Lastly, the building will be painted a light color that compliments the improvements and surrounding buildings.
Financial Impact:
The remaining program budget for Fiscal Year 2021-22 is $35,000.00. If approved, the remaining budget would be $25,000.00.
Citizen Input/Board Review:
The Keller Economic Development Board Voted 7-0 to recommend approval. The Board reached the consensus upon reviewing the Façade Improvement Grant Policy’s considerations for the award.
Considerations for awards include the availability of grant funds, project compliance to Façade Improvement Grant Program Policy, anticipated economic impact, anticipated increase in taxable value of the subject property, overall improvement to the subject site including the degree of visual improvement to the storefront and streetscape, design and quality of the proposed work and compatibility within the district and overall project cost.
Legal Review:
The City Attorney’s Office has review the proposed Chapter 380 Agreement.
