Action Requested:

Consider a resolution approving the bid from Central North Construction, LLC., for the construction of the FM1709 Landscape Enhancements Green Ribbon Project Phase II, in the amount of $1,019,994.00.

Background:

The City of Keller’s project for the landscape improvements to the medians on FM1709 from Bourland Road to Pearson Lane was approved by the Texas Department of Transportation (TxDOT) Fort Worth District as part of the 2025 Green Ribbon Program Off-Set. Improvements include landscape, hardscape, and drip irrigation. Plantings will consist of Texas native and adaptive plantings. Hardscape will include decomposed granite and river rock mulch as well as 12” concrete mow strips to separate hardscape material and an 18” mow strip behind the curb for maintenance and safety.

A design was developed by the engineering firm of Kimley-Horn and issued for competitive bidding. Three bids were received on July 30, 2025 with Central North Construction, LLC., of Allen, Texas, submitting the lowest bid meeting specifications. City staff, with the aid of Kimley-Horn, has reviewed the low bidder’s qualifications, bonding capacity and references.

Financial Impact:

Funding is included in the Streets Capital Improvement Project Fund with funding provided by the General Fund. At the conclusion of the project, the City of Keller will receive reimbursement from State and Federal sources as part of the TxDOT Green Ribbon Program Off-Set, in the total amount of $600,000.00.
