Consider a resolution authorizing an Interlocal Agreement for Police Services with the Town of Westlake, Texas, for a five-year term from October 1, 2023 through September 30, 2028.
Background:
The Keller Police Department has been providing police services to the Town of Westlake since 2002. This Agreement has worked very well for both communities. Westlake receives the services of a 98 person State and Nationally Accredited Police agency fully staffed and equipped to handle all types of incidents for a fraction of the cost. Services include police, dispatch, detention and animal services. In turn Keller receives funding for eight (8) employees, including equipment and capital costs which provide the needed patrol coverage in the north section of their city and an administrative charge for the program. The agreement also includes providing a full-time School Resource Officer (SRO) for the Westlake Academy which is the only significant change to the agreement compared to prior agreements. The SRO was added in October 2022.
Financial Impact:
Renewal cost for Fiscal Year 2023-24 is estimated to be $1,208,277. Each year the price will be adjusted to reflect true costs to provide the service.
This revenue from the Town of Westlake for services provided is allocated to the General Fund. This amount is equal to about 10% of the General Fund police budget.
