Action Requested:                     

Approve an amendment to the City of Keller Code of Ordinance by amending Chapter 18, Article II, Section 18-210, paragraph (2)a.

 

Background:                     

Chapter 545, Paragraph 545.356, of the Texas Transportation Code establishes the prima facie maximum speed limit of 30mph unless otherwise signed.  Section 18-210 of the Keller Municipal Code establishes reduced speeds and the limits of those reductions on public streets related to schools.

Paragraph (2)a of this section defines school zones on three streets next to or near the Hidden Lakes Elementary school: Bear Creek Parkway, Preston Lane, and Meandering Woods Drive.

However, city staff has received several calls from concerned parents that the “gap” in between the school zones on Bear Creek Parkway and Preston Lane creates confusion for both drivers and pedestrians (see attached graphic).  As a result, staff recommends that the Bear Creek Parkway school zone be modified to eliminate the “gap”.  Staff proposes to extend the Bear Creek Parkway school zone to the south, remove the “End of School Zone” signs for the two affected school zones, and create a contiguous school zone.

Staff recommends that Section 18-210, paragraph (2)a of the Municipal Code be changed as follows:

From:
“20 miles per hour: On Preston Lane from Moss Hill Lane to Marblewood Drive, and on Bear Creek Parkway from San Saba Street to one hundred feet (100') west of Promontory Drive and on Meandering Woods Drive from one hundred twenty-five feet (125') north of Wellington Court to a point seven hundred feet (700') north…”.

To:
“20 miles per hour: On Preston Lane from Moss Hill Lane to Marblewood Drive, and on Bear Creek Parkway from San Saba Street to one hundred feet (100') west of Promontory Drive and south on Preston Lane to Moss Hill Lane, and on Meandering Woods Drive from one hundred twenty-five feet (125') north of Wellington Court to a point seven hundred feet (700') north…”
