Action Requested:                     

Consider a resolution approving the bid from Site Source, Inc., for the purchase and installation of three pavilions and one bench shade structure for Overton Ridge Park, in the amount of $113,118.00.

 

 

Background:                     

Overton Ridge Park is designated as approximately 19.65 acres of park land located at 821 Weybridge Lane. The park consists of 7.95 developed acres and 11.70 undeveloped acres. To provide additional space for passive play and recreational opportunities for the citizens of Keller, staff was directed to coordinate a design development study with options and amenities for final construction consideration.

A design was developed by the landscape architectural firm of Dunkin Sims Stoffels, Inc., approved by the Parks and Recreation Board, and issued for competitive bidding in early May, 2021. Improvements to be made include the addition of a 32-car off-street parking lot, a restroom, an all-inclusive playground, several shade pavilions, a concrete walking trail from Roanoke Road to the existing trail near Weybridge Lane, removing an abandoned tennis court, windmill, pool and pump house, creating a landscaped seating area at the former pool, and installing a permanent irrigation system along with ornamental trees and landscaping. Six bids were received on June 10, 2021 with C. Green Scaping, LP, of Fort Worth, Texas submitting the lowest bid meeting specifications including all five add alternates. Both the park rendering and bid summary are attached for review. 

The proposed pavilions and bench shade structure  Site Source, Inc., of Flower Mound, Texas, has a reputation as a quality pavilion installer, and the Parks and Recreation Department, has utilized their services multiple times in the past. This will be the second park that Site Source, Inc., has constructed pavilions in for the City of Keller.

 

Financial Impact:

The project is included in the Parks System Capital Improvement Program Fund with funding provided by the Keller Development Corporation Fund. Once the project is complete, the Parks Department will maintain the newly installed shade pavilions. The largest pavilion will be added to our Park Pavilion Reservation System as an additional revenue source.

 

Citizen Input/Board Review:                     

The Keller Development Corporation approved this project during the FY 2019-20 Budget Process. The Parks and Recreation Advisory Board recommended approving this project at their July 8, 2021 meeting.

 

Legal Review:                       

The City Attorney has reviewed the attached proposal.
