Consider a resolution amending Contract No. 20-40 with Community Waste Disposal, of Dallas, Texas; by amending Article 5 - Types of Collection related to residential collection guidelines; and Article 8 - Special Provisions related to the Annual Leaf Collection program; and Exhibit D related to city-sponsored events; and authorizing the City Manager to execute said amendment on behalf of the City of Keller, Texas.
Background:
The City of Keller’s current agreement with CWD outlines specific collection guidelines for residential garbage and yard waste services. In addition, the city’s agreement also outlines specific collection guidelines for the Annual Leaf Collection program, which is an annual program aimed at addressing high leaf volumes generated on residential premises. A significant portion of complaints from Keller residents stems from leaf collection related to the number of bags can be placed out on each collection day. After discussions between CWD, city staff, and the Keller Finance Committee, it was determined that clarifying the collection guidelines is the best course of action to alleviate confusion and address complaints. The recommended change will allow for ten (10) bags/bundles on each pickup, rather than 10 on one and 20 on another. The proposed amendment simplifies collection guidelines for Keller residents and streamlines services by making guidelines more uniform and easy to understand. In addition, CWD and staff will continue to push the Saturday leaf collection program which has successfully reduced mid-week leaf volume concerns and residential complaints.
