Title

Consider a resolution approving a Public Highway At-Grade Crossing Agreement with Union Pacific Railroad Company for the Keller Hicks Road Improvements Project, for the Public Works Department; and authorizing the City Manager to execute said agreement.

Body

Action Requested:

Approve a resolution authorizing a Public Highway At-Grade Crossing Agreement with Union Pacific Railroad Company for the Keller Hicks Road Improvements Project, for the Public Works Department; and authorizing the City Manager to execute said agreement in an amount of $213,917.00.

Background:

The Keller Hicks Road Improvements Project is a joint project with the City of Fort Worth. The limits of the project are from Lauren Way in Fort Worth to just east of the railroad in Keller. Design is complete, right of way has been acquired and the bidding process will begin soon. This project includes the railroad crossing, which requires an agreement with Union Pacific Railroad Company. The proposed improvements in the railroad right of way will be completed by Union Pacific. This agreement will document each entity’s responsibilities and the associated costs.

The cost of this agreement is in addition to the construction costs outside of the railroad right of way. The scope of work in this agreement includes new pavement, a sidewalk crossing, upgraded signals with additional grading and drainage work.

The agreement also includes annual maintenance fees of $9,764.00 which will be included in future operating budgets. These fees are in addition to the cost shown above.

Financial Impact:

Funding for this activity is included in the Street System Capital Improvements Project Fund with funding provided by the General Fund and the 2017 Certificates of Obligation.
