Background:
Pet Care Plus is requesting a Specific Use Permit (SUP) to operate a pet grooming and boarding facility at 750 South Main Street in an existing lease space that was previously occupied by Well Groomed, a pet grooming business.
In the Commercial (C) zoning district, an SUP is required to operate a pet boarding facility. A grooming-only facility is allowed by right.
Site Design:
The business will occupy an existing lease space that is approximately 2,088 square feet. No exterior modifications to the site have been proposed.
The UDC parking requirement for a Retail or Personal Service Establishment is one space per 200 square-feet of gross floor area, bringing the total requirement for this applicant to 11 spaces. Parking is shared between the businesses within this multitenant development. The lot at 750 S. Main Street has 219 regular and 8 accessible spaces.
Business Details:
Pet Care Plus is currently operated by two owners and employs two professional groomers. With the proposed relocation to the subject property, the applicant anticipates adding two additional employees. The proposed business will provide professional dog grooming services, including bathing, haircuts, nail trimming, ear cleaning, and other routine grooming services. The business will also provide overnight and short-term dog boarding.

Sunday and Monday: Closed.

Summary:
Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:
1) The use is harmonious and compatible with surrounding existing uses or proposed uses;
2) The activities requested by the applicant are normally associated with the permitted uses in the base district;
3) The nature of the use is reasonable and appropriate in the immediate area;
4) Any negative impact on the surrounding area has been mitigated; and
5) That any additional conditions specified ensure that the intent of the district purposes are being upheld.
Citizen Input:
On August 27, 2026, the City mailed out 10 letters of notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.
Staff has received no public feedback in response to this SUP request.
Alternatives:
The Planning and Zoning Commission has the following options when considering a Specific Use Permit:
• Recommend approval as submitted.
• Recommend approval with modified or additional condition(s).
• Table the agenda item to a specific date with clarification of intent and purpose.
• Recommend denial.
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Specific Use Permit application will be scheduled for City Council action on October 6, 2026.
