PUBLIC HEARING: Consider a request to approve amendments to the City of Keller Unified Development Code (UDC), adopted by Ordinance No. 1746 dated July 7, 2015, by amending Article Eight, Section 8.17 - TC - Town Center, relating to allowable uses and screening wall requirements; providing penalties; authorizing publication; and establishing an effective date. (UDC-2606-0004)
Body
Action Requested:
Conduct a public hearing and consider a request to approve amendments to the City of Keller Unified Development Code (UDC) related to allowable uses and screening wall requirements in the Town Center zoning district.
Background:
Changes to Town Center Use Chart
In 2024, City Council approved several amendments to the Town Center Zoning District Use Chart, along with changes to other parts of the UDC related to spas and Medical Spas. The 2024 amendment did not address the uses of “Veterinarian Clinic” or “Kennels, Grooming Only” in Town Center. The proposed amendment would apply the same medical services and personal grooming services Specific Use Permit (SUP) requirements in Town Center for animals that currently apply to humans."
Reorganization of Town Center Design Standards
During the review process of a recent Town Center development project, staff realized that screening wall requirements were noted in two separate subsections of the Town Center Design Standards. The proposed amendment moves all screening wall requirement language under the “Fences and Walls” subsection but does not change any content or requirements.
Proposed Amendments:
See Exhibit “A”.
Summary:
The proposed UDC Amendments include:
1. Change the uses “Veterinarian Clinic” and “Kennels, Grooming Only” from Permitted to Specific Use Permit required in the Town Center Zoning District.
2. Move language related to screening wall requirements out of the “Parking Lot Layout, Landscaping, and Lighting” subsection and into the “Fences and Walls” subsection under the Town Center Design Standards.
Citizen Input:
An amendment to the text of the UDC requires a public hearing notice to be published in the local newspaper ten (10) days prior to the scheduled Planning and Zoning Commission meeting date and fifteen (15) days prior to the City Council Meeting Date. The notice for the Planning and Zoning Commission public hearing was published in the July 2, 2026 edition of the Fort Worth Star-Telegram. Staff has not received any comments from the public on the proposed UDC Amendments.
Alternatives:
Planning and Zoning Commission has the following options when considering an amendment to the text of the UDC:
• Recommend approval as submitted
• Recommend approval with modifications or additional amendments(s)
• Table the agenda item to a specific date with clarification of intent and purpose
• Recommend denial
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this UDC Text Amendment application will be scheduled for City Council action on August 4, 2026.
