Consider a resolution approving a professional services agreement with Criado & Associates, Inc. of Dallas, Texas to provide construction inspection services for the Public Works Department for a one (1) year period with an option for four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a professional services agreement with Criado & Associates, Inc. to provide construction inspection services in the amount not to exceed $200,000.00 for a one (1) year period with an option for four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorize the City Manager to execute all documents related thereto on behalf of the City of Keller, Texas.
Background:
The City of Keller has seen a significant increase in right of way permit applications relating to franchise utility installations by telecom companies. Current permit submissions cover thousands of feet of underground installations. However, current staffing levels are not able to handle multiple crews working in multiple locations all over the city. In order to adequately protect the city’s water, wastewater and drainage infrastructure, Criado & Associates, Inc. was retained to provide oversight for these installations. The current contract has expired and this proposed contract is anticipated to cover telecom and other underground inspections for the balance of the fiscal year. Additional right of way permit applications are expected to continue this trend as the communications companies prepare for the 5G networks, and upgrade residential areas to fiber to the home networks.
Due to the installation method, directional drilling, the potential for damage to existing city water, sanitary sewer and storm drain lines is extremely high. With multiple crews working in multiple locations, a constant presence is required to ensure that the contractors follow standard procedures. Criado’s assistance to date has been invaluable and this agreement will ensure their assistance in successfully completing these installations.
Financial Impact:
Funding for this activity is included in the FY 2022-23 Public Works - Engineering & Inspections operations budget. The annual not to exceed cost per year is $200,000 and the total maximum five-year cost is $1,000,000.
