Background:

Murals have been approved and installed in various places over the years in the City of Keller and continue to be a growing trend in the DFW Metroplex. Staff recently brought forward a proposal to amend the UDC to allow murals with review by Planning and Zoning Commission and City Council.

On June 16, 2020, City Council approved these modifications. At this meeting, Staff described the mural located on Kwik Kar Wash’s building that had been painted without a permit but would be considered once the amendments were adopted.

Request:

Today, Kwik Kar Wash is bringing forward the mural application with updated mural drawings to exclude the text per the new UDC requirements.

Planning and Zoning Recommendation:

On July 28, 2020, the Planning and Zoning Commission recommended to City Council to approve the Kwik Kar Wash Mural as submitted.

The Planning and Zoning Commission expressed gratitude and support to both the Applicant and Artist for their application and mural rendering.

Alternatives:

The City Council has the following options when considering a Mural application request:

§                     Approve as submitted.

§                     Approve with modified or additional condition(s).

§                     Table the agenda item to a specific date with clarification of intent and purpose.

§                     Deny.
