Title

Consider a resolution adopting the Tarrant County Hazard Mitigation Action Plan, 2025 as the City of Keller’s Multi-Hazard Action Plan.

Body

Purpose:

The purpose of this item is to formally adopt the 2025 Tarrant County Hazard Mitigation Action Plan on behalf of the City of Keller, thereby ensuring the City remains eligible for applicable FEMA and Texas Division of Emergency Management (TDEM) mitigation grant program.

Background:

The Federal Disaster Mitigation Act of 2000 requires local governments to adopt an approved Hazard Mitigation Plan to remain eligible for certain pre-disaster and post-disaster federal and state mitigation funding programs. FEMA further requires these plans be updated every five (5) years.

Tarrant County, through the Office of Homeland Security and Emergency Management, has prepared the 2025 Tarrant County Hazard Mitigation Action Plan, a multi-jurisdictional, multi-hazard mitigation plan developed in coordination with participating cities, including the City of Keller.

The Plan is currently considered “Approvable Pending Adoption.” Each participating jurisdiction must formally adopt the Plan at the local level prior to final FEMA approval.

Financial Impact:

There is no direct fiscal impact associated with adoption of this item. However, adoption of a Hazard Mitigation Plan is a prerequisite for eligibility for future mitigation grant funding.

Citizen Input/Board Review:

Public input was solicited during the Plan development process through public outreach and meetings coordinated by the North Central Texas Council of Governments.

Alternatives:

City Council has the following alternatives:

-                     Approve as submitted

-                     Approve with changes

-                     Denial

Council Action:

Staff recommends approval of the proposed resolution as presented.
