Background:
In an effort to best provide for the efficient delivery of services, the City annually contracts with a qualified third-party vendor for as-needed commercial and residential building plan reviews. The City has used third-party plan review services in some form for approximately twenty years.
On Monday, August 7, 2023, proposals were opened with qualifying submittals received from five vendors. On Wednesday, August 23, 2023 best and final (BAFO) offers from the two most competitive vendors were received. With calculations based on each of the vendor’s proposals, BAFO responses, and milestone valuations, as well as prior experience, the proposal from Code Solutions, Inc. (Exhibit A) provides for the best value for third-party plan review services.
The proposal from Code Solutions, Inc. for third-party plan review services keeps costs for this activity substantially the same as the preceding five-year contract for the same third-party plan review services.
A contract with Code Solutions, Inc. would be annually renewable for up to five total years. With their BAFO response, Code Solutions has agreed to hold pricing at the same level for the entirety of the five-year contract.
Financial Impact:
Funding for this activity is included with the Building Services division of the Community Development department, with funding provided by the General Fund.
