Consider a resolution approving the purchase of seasonal lifeguard services for the Outdoor Pool, from Bearfoot Companies, LLC., of Corinth, Texas, for $137,442.00, for The Keller Pointe Recreation and Aquatic Center; and authorizing the City Manager to execute all purchase documents relating thereto on behalf of the City of Keller, Texas.
Background:
A request for proposals was advertised in accordance with state law for seasonal lifeguard services for the Outdoor Pool for May to the closing of the Outdoor Pool for the summer season, to include lifeguard services for normal operations, rentals, and special events. The service must hold a nationally recognized lifeguard certification and CPR/1st Aid/AED for first responders.
Similar to other municipality aquatic staff shortages, in addition to the overall labor shortage since the pandemic, it has become increasingly difficult to effectively staff the indoor and outdoor pool at the same time. Due to this significant staff shortage, staff sought additional lifeguard service contractors to supplement the needed staffing.
During the summer of 2021, Bearfoot Companies, LLC., was used to staff the indoor pool due to the municipal staff shortage. This trial run was successful, and proved to be a positive experience.
One (1) proposal was received in accordance with state law on March 22, 2022, at 2:00 P.M. This proposal meets all of the needs and is from Bearfoot Companies, LLC., of Corinth Texas for $137,442.00. The Keller Pointe Outdoor Pool staffing cost is roughly the same as what Bearfoot has proposed. The total estimated cost of payroll, payroll-related costs, training, and background and drug screens for the city is approximately $200 more than Bearfoot’s proposal. Staff’s recommendation is to accept this proposal to maximize revenue and to maintain safe operation of both pools for the summer season.
Financial Impact:
The FY 2021-2022 Keller Pointe Budget includes personnel funds that will require a budget transfer with the Aquatics Division.
