Action Requested:
Approve a resolution authorizing an Interlocal Agreement with Tarrant County, Exhibit “A”, for the rehabilitation and resurfacing of Bear Creek Parkway from Whitley Road to Rufe Snow Drive and Spring Branch Drive from Oak Valley Drive to Cul de Sac.
Background:
Each year, depending on the availability of County staff, Public Works identifies candidate streets for a collaborative resurfacing effort with Tarrant County.
As part of the approved fiscal year 2022-23 budget, funding was allocated in the Street System Capital Improvements Project Fund budget to provide an overlay of Whitley Road. For the project, the City partnered with Tarrant County Precinct #3 to rehabilitate the roadway, resulting in savings of approximately $986,000 which could be used for another, similar project.
The rehabilitations of Bear Creek Parkway and Spring Branch Drive were chosen to utilize those savings based on roadway condition, scope of work, and the consistency with other roadway project priorities established in the Pavement Maintenance Program. Approximately 1.07 miles (5,671 linear feet) of Bear Creek Parkway and 345 linear feet of Spring Branch Drive will be rehabilitated and resurfaced. The locations are shown on the attached Location Map, Exhibit B.
As part of this partnership, Precinct 3 of Tarrant County agrees to provide the labor and equipment necessary for this work. The City of Keller in turn agrees to cover actual costs of material removal, base preparation, new material, traffic control and ½ of the fuel required. The City’s estimated cost for this street work is $704,622.78 with a budget of $934,500.
Financial Impact:
Funds are budgeted in the Street System Capital Improvements Project Fund with funding provided by the General Fund.
