Action Requested:
Approve a resolution awarding a construction contract for the Keller Service Center Sanitary Sewer Relocation project to RNO Construction, LLC of Dallas, Texas.
Background:
This project involves the replacement of existing sanitary sewer lines that have exceeded their useful service life, require frequent maintenance, and/or are constructed of non-standard materials. It also includes the relocation of sewer lines currently located within the Union Pacific Railroad right-of-way, which was purchased in 2015. The existing sewer lines are 8-inch clay tile pipes with numerous cracks, joint separations, and root intrusions.
The Texas Commission on Environmental Quality (TCEQ) and the United States Environmental Protection Agency (EPA) monitor sanitary sewer leaks and overflows and may issue fines if such issues are not addressed. To proactively manage this risk, City staff administers a sewer replacement program focused on replacing aging infrastructure with a history of maintenance issues or substandard materials.
On July 9, 2025, twelve (12) bids were received at Keller Town Hall for this project. The bid from BCAC Underground was disqualified for not including a proposal, and the bid from Legacy Commercial Contractors was disqualified for not including a Bid Bond. A summary of all bids is attached.
City staff, in coordination with an engineering consultant, reviewed the bids and qualifications of the lowest responsible bidder. Based on this review, staff recommends awarding the contract to RNO Construction, LLC of Dallas, Texas, in the amount of $587,170.00. The project is expected to be completed within 90 to 120 days.
Financial Impact:
Funding for this project is included with the Water and Wastewater Capital Improvements Project Fund with funding provided by the Water & Wastewater Utility Fund.
