Consider a resolution approving an agreement with HR Green, Inc. of Plano, Texas; to provide professional engineering and staff augmentation services related to Public Works operations for a one (1) year period with an option for two (2) additional one (1) year periods, not to exceed three (3) total years; and authorizing the City Manager to execute all documents thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve an agreement with HR Green, Inc. of Plano, Texas; to provide professional engineering and staff augmentation services related to Public Works operations in the amount of $125,000 for a one (1) year period with an option for two (2) additional one (1) year periods, not to exceed three (3) total years; and authorizing the City Manager to execute all contract documents related thereto on behalf of the City of Keller, Texas.
Background:
On June 1, 2021, staff received 75 statements of qualifications from engineering firms in response to the city’s general request for qualifications. Staff reviewed the relevant qualification submissions and determined HR Green, Inc. to be the best qualified firm to meet our current needs. Subsequent staff interviews with HR Green representatives confirmed as much and staff negotiated a professional services agreement.
As part of staff turnover, the Public Works Department has been unable to recruit qualified applicants with the necessary credentials and experience requirements to support the ongoing operational needs of the department. By utilizing a professional consulting group, the city can realize the benefits of professional credentials and a variety of experience through the use of several staff instead of attempting to secure all of the necessary credentialing and experience in one person. As a result, staff has negotiated with HR Green to provide the necessary operational and engineering expertise.
The agreement with HR Green will provide for up to 24 hours per week for operational support, including operational supervision, contract management, CIP coordination, and intra-agency & other public meetings. The agreement will be paid for with funds already allocated for the Public Works position.
Financial Impact:
Funding for this activity is included in the General Fund FY 2022-23 Public Works - Administration operations budget. The annual not to exceed cost per year is $125,000 and the total maximum three-year cost is $375,000.
