Action Requested:

Conduct a public hearing and consider a request to approve amendments to the City of Keller Unified Development Code (UDC) related to billboards.

 

Background:

On December 5, 2023, City Council held a work session discussion on existing billboards in the city and whether those billboards could be transitioned to an electronic message board. Council gave direction to add language in the UDC in which Applicants must go through the City Council for approval when transitioning an existing billboard to digital.

 

Proposed Amendments:

See Exhibit “A”.

 

Summary:

The proposed UDC Amendments include:
1. Add language that delineates all existing billboards as legal non-conforming signs.
2. Add language that requires Applicants to go through the City Council for approval when transitioning an existing billboard to digital.

Citizen Input:

An amendment to the text of the UDC requires a public hearing notice to be published in the local newspaper ten (10) days prior to the scheduled Planning and Zoning Commission meeting date and fifteen (15) days prior to the City Council Meeting Date. The notice for the Planning and Zoning Commission public hearing was published in the March 15, 2024 edition of the Fort Worth Star-Telegram.  Staff has not received any comments from the public on the proposed UDC Amendments.

 

Alternatives:

Planning and Zoning Commission has the following options when considering an amendment to the text of the UDC:

 

-                     Recommend approval as submitted

-                     Recommend approval with modifications or additional amendments(s)

-                     Table the agenda item to a specific date with clarification of intent and purpose

-                     Recommend denial

                     

City Council Action:

If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this UDC Text Amendment application will be scheduled for City Council action on April 16, 2024.
