Body

 

Background:

The Applicant requests an SUP to construct a 400 square-foot carport next to an existing detached garage to provide shelter for the family’s vehicles that do not fit in the garage.

 

Location :

The carport will be on the east side of the property, northeast of the main structure, meeting all SF-36 setback requirements. It will also be 10 feet away from the detached garage to meet the UDC’s separation requirements.                     

 

Size:

The proposed size of the carport is 20x20 feet, or 400 square feet. Combined with the size of the detached garage, 520 square feet, the two structures meet the UDC requirements being less than 50 percent of the main structure, which is 1,857 square feet.

 

There is an existing storage shed on the property that will be demolished to satisfy the UDC requirement of no more than two accessory structures on a single-family lot.

 

Materials:

The Applicant proposes to use a steel frame for the carport, 1x6” tongue-and-groove pine for the ceiling material, and shingle material similar to the home on site.

 

Citizen Input:

On April 13, 2022 the City mailed out 28 Letters of Notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.

 

Staff has not received any Citizen input. The Applicant provided signatures of neighbors in support of a 20x30 carport (600 square feet), available in the Staff Attachment. The Applicant later reduced the size of the proposed carport in order to meet the UDC’s 10-foot separation requirement.

 

Summary:

Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:

 

1)                     The use is harmonious and compatible with surrounding existing uses or proposed uses;

 

2)                     The activities requested by the applicant are normally associated with the permitted uses in the base district;

 

3)                     The nature of the use is reasonable and appropriate in the immediate area;

 

4)                     Any negative impact on the surrounding area has been mitigated; and

                     

5)                     That any additional conditions specified ensure that the intent of the district purposes are being upheld.

                     

Alternatives:

The Planning and Zoning Commission has the following options when considering a Specific Use Permit:

 

§                     Recommend approval as submitted.

§                     Recommend approval with modified or additional condition(s).

§                     Table the agenda item to a specific date with clarification of intent and purpose.

§                     Recommend denial.

                     

City Council Action:

If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Specific Use Permit application will be scheduled for City Council action on May 17, 2022.
