Consider an ordinance approving a third amended and restated Regional Municipal Court Judge Agreement made and entered into by and between the City of Colleyville, the City of Keller, and Municipal Judge Carol Montgomery (“Judge Montgomery”); providing for updated magistrate duties, compensation, and vacation benefits; and providing an effective date for the City of Keller, Texas.
Background:
The Cities of Keller and Colleyville jointly operate a Regional Municipal Court through an interlocal agreement. Judge Carol Montgomery was appointed as Presiding Municipal Court Judge on December 1, 2021, by Ordinance No. 2041. That agreement was amended in 2022 (Ordinance No. 2050) to reflect the Judge’s part-time employment with the City of Colleyville and participation in TMRS. In 2024, the agreement was further amended (Ordinance No. 2149) to extend the term through 2026 and update compensation.
The proposed Third Amended and Restated Regional Municipal Court Judge Agreement incorporates the following updates:
- Clarifies magistrate responsibilities, excluding those managed by Tarrant County and including mental health orders;
- Establishes a separate compensation of $38,000 annually for magistrate duties, which is administered through the City of Colleyville;
- Adds two weeks of paid vacation annually for the Presiding Judge, with the Associate Judge filling in during that period;
- Provides a daily compensation cap of $100 for the Associate Judge during the Judge’s vacation period;
- Updates contact information and confirms Colleyville's continued responsibility for TMRS administration.
The City of Colleyville approved this amendment at their April 1, 2025 City Council Meeting.
Financial Impact:
The updated compensation for magistrate duties ($38,000 annually) will continue to be shared by Keller, Colleyville, Southlake, and Roanoke. The City of Colleyville will handle direct payment and seek reimbursement from the participating cities.
