Title

Consider an ordinance amending the City of Keller Code of Ordinances, Chapter 18, Traffic, Article X, “Roller Skating, Rollerblading, Skateboarding, Electric Bicycles, and Use of Other Similar Devices,” by amending Section 18-1000, relating to prohibited use of certain devices in and around City facilities, and Section 18-1020, relating to electric bicycles; providing a severability clause; providing a penalty; and providing an effective date.

Body

Action Requested:

Consider an ordinance amending Chapter 18, Article X of the Keller Code of Ordinances regarding the use of electric bicycles and similar devices in designated Special Event areas.

Background:

Chapter 18, Article X of the Keller Code of Ordinances regulates the use of roller skates, rollerblades, skateboards, electric bicycles, and other similar devices.

The proposed amendment is intended to provide the City with clear authority to restrict the operation of these devices within areas where Special Events are being held, when designated by the City. The amendment is intended to support pedestrian safety and event operations in areas that may experience increased pedestrian activity, temporary closures, vendor activity, or other conditions associated with Special Events.

The ordinance amends Section 18-1000 to include designated Special Event areas among the locations where roller skating, rollerblading, skateboarding, and similar activities may be prohibited.

The ordinance also amends Section 18-1020 to provide that electric bicycles may not be operated within areas where Special Events are being held when designated by the City. Signs may be posted when necessary to identify areas where such activities are prohibited.

All other existing electric bicycle regulations contained in Section 18-1020 remain unchanged.

Financial Impact:

There is no significant financial impact anticipated. Any costs associated with temporary signage or enforcement are expected to be absorbed within existing departmental budgets.
