Approve a resolution authorizing the purchase of Enterprise Permitting & Licensing community development software and associated services from Tyler Technologies and authorizing the City Manager to execute all purchasing documents related thereto.

 

Background:               

The current community development software (TRAKiT) is 20 years old and has reached the end of its functional life.  Due to a combination of factors, including age, vendor acquisition history, customer service challenges, changing staff usage, and limited customer self-help functionality, it is unable to meet modern expectations, including providing automatic workflows, user-friendly reporting, intuitive customer web and mobile interfaces, or integrated digital plan reviews.

 

In FY 2021-22, the City contracted with Sciens Consulting to review software needs and draft a request for proposal (RFP) for new community development software. In addition to drafting the RFP, Sciens also sought out potential software vendors to make them aware of the upcoming RFP issuance. In July 2022, the City issued an RFP and received five proposals. One proposal was rejected for missing required documentation.  After reference interviews and software demonstrations, the City determined that Enterprise Permitting & Licensing from Tyler Technologies was the best value community development software. The software will provide a modern enterprise land management solution that includes all core permitting, plan review, and code compliance functionality as well as an intuitive customer interface, customer friendly reporting and data query components, automatic verification of state-issued trade licenses, parcel-level data management, and executive-level key performance indicator dashboarding.

                                      

Financial Impact:         

The software purchase cost over the first five-year period is $1,398,110, which includes the first five years of annual support and year-one implementation services in the amount of $430,200. The total contract duration is ten years, in the amount of $2,407,406.

 

Budget for this item is included in the Information Technology Fund, with funding provided by the General Fund and fund balance.
