Action Requested:
Consider a resolution approving a construction contract with O&J Coatings, Inc. of Hurst, Texas in the amount of $1,795,363.00 and authorizing the City Manager to execute all related documents on behalf of the City of Keller, Texas.
Background:
The City’s Capital Improvements Program (CIP) includes rehabilitation improvements to the city’s five water storage tanks. Priority was given to the Pearson Ground Storage Tank #1, as it is the oldest tank. Design of the improvements and project planning was timed for the fall and winter when water demand is lowest. This tank must be taken out of service to perform this rehabilitation work.
On September 15, 2022, seven (7) bids were received for the Rehabilitation of the Pearson Ground Storage Tank #1 project. Staff, with the assistance of Kleinfelder, has reviewed the bids and recommends O&J Coatings, Inc. of Hurst, Texas be awarded the contract in the amount of $1,795,363.00 with construction to be substantially complete within 150 calendar days of notice to proceed.
The project includes replacement of interior structural components, foundation repairs, re-coating and re-painting both interior and exterior, electrical improvements and communications (SCADA) improvements.

Financial Impact:
Funding is included in Water & Wastewater Capital Improvements Project Fund with funding provided by the Water & Wastewater Utility Fund and ARPA funds.
Legal Review:
The City Attorney has reviewed and approved.
