Consider a resolution approving a professional services agreement with Baird, Hampton and Brown of Grapevine, Texas; to provide professional engineering services related to Public Works Engineering Division operations for a one (1) year period with an option for four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorize the City Manager to execute all documents related thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a professional services agreement with Baird, Hampton and Brown of Grapevine, Texas; to provide professional engineering services in the amount not to exceed $100,000.00 for a one (1) year period with an option for four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorize the City Manager to execute all documents related thereto on behalf of the City of Keller, Texas.
Background:
On June 1, 2021, staff received 75 statements of qualifications from engineering firms in response to the city’s general request for qualifications. Staff reviewed the relevant qualification submissions and determined Baird, Hampton and Brown to be the best qualified firm to meet our current needs. Baird, Hampton and Brown has been providing engineering support the last several years in the form of drainage plan reviews related to development and has a proven track record of reliable professional support.
Last November, City Council approved a similar contract due to staff turnover and the lack of success the Public Works Department has had in recruiting qualified applicants with the necessary experience requirements to support the ongoing engineering needs of the department in the area of development review and permitting. By utilizing a professional consulting group, the city can realize the benefits of professional credentials and a variety of experience through the use of several staff instead of attempting to secure all of the necessary credentialing and experience in one person. As a result, staff has negotiated with Baird, Hampton and Brown to provide the necessary operational and engineering expertise.
The recommended agreement with Baird, Hampton and Brown will provide for engineering on an as-needed basis as work flow warrants with the option to request additional services or other defined work tasks as needed. The professional services agreement will be paid for with funds already allocated for the Public Works position.
Financial Impact:
Funding for this activity is included in the FY 2022-23 Public Works - Water & Wastewater Administration operations budget. The annual not to exceed cost per year is $100,000 and the total maximum five-year cost is $500,000.
