Consider a resolution approving a Professional Services Agreement Kimley-Horn, of Fort Worth, Texas; for the purpose of providing engineering design and development of a city-wide Keller Pedestrian Facilities Master Plan, including an ADA Transition Plan, and a School Pedestrian Route Plan for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a professional services agreement with Kimley-Horn for providing engineering design and development of a city-wide Keller Pedestrian Facilities Master Plan, in the amount of $621,920.00.
Background:
In 2023, the City of Keller submitted a $600,000.00 project for the development of a Keller Pedestrian Facilities Master Plan Project via an 80/20 matching grant with the Texas Department of Transportation (TxDOT) Fort Worth District, as part of the 2023 Transportation Alternatives Set-Aside program. This means the City is be required to pay all associated costs of the development of the project document, then request reimbursement for up to 80% of the cost from TxDOT. This also means that the City has committed $119,600.00 as a part of its 20% match plus any costs beyond the originally identified scope. One of those additional costs were state review fees, which are totaled at $21,920.00.
As a part of the requirements by TxDOT of the City, staff advertised a Request for Qualifications in March 2025, and received two responses. After reviewing both proposals, staff determined that Kimley-Horn was well qualified, having the necessary experience and demonstrated history of completing similar projects. The Request for Qualifications, submission grading criteria and evaluation are included as attachments for reference.
Included in the overall project activities are two categories, which together comprise the Keller Pedestrian Facilities Master Plan document. The first category includes an update of the City’s American’s with Disabilities Act (ADA) Transition Plan. This plan includes the evaluation of existing pedestrian facilities and provides an inventory of needed improvements to bring facilities into compliance with the ADA. It will include public outreach, an implementation schedule, and an action dashboard which documents progress.
The second category includes a School Pedestrian Route Plan. The pedestrian facilities at each of the eleven schools within Keller’s city limits will be evaluated and primary walking routes identified. After routes are identified, an implementation plan that identifies projects and project cost estimates will be developed.

Financial Impact:
Funding is included in the Streets Capital Improvement Project Fund with funding provided by the General Fund.
