Action Requested:                     

Rescind Resolution No. 4776 and approve a professional services agreement with Wade Trim, Inc., of Fort Worth, Texas; in order to provide engineering design services related to the 2024 Annual Street Maintenance Project in the amount of $386,054.00.

 

Background:                     

The City Council approved the 2024 Annual Street Maintenance Project Resolution No. 4776, on April 16, 2024. There was an administrative error in the agenda item and supporting documents relating to the cost. In order to maintain transparency, Staff decided to rescind the resolution and to reapprove the professional services agreement.

The City’s Capital Improvements Program (CIP) contains an annual project to maintain the residential street system through actions that range from simple surface treatments and localized repairs to full reconstruction.  The annual program is funded by ¼ cent sales and use tax.

On Tuesday, June 7, 2023, city staff received 73 statements of qualifications from engineering firms in response to the city’s general Request for Qualifications (RFQ).  After extensive review of each relevant RFQ, city staff determined that Wade Trim was the most qualified.  Staff then negotiated a proposal for design and construction services based on the scope of projects as outlined by the 2020 Pavement Management Analysis Report.

 

Financial Impact:

Funding is available for this project in the Street System Capital Improvement Project Fund with funding provided by the General Fund. As unforeseen circumstances are encountered, which results in an overage of the project budget, further council action and budget amendments may be required.
