Action Requested:                     

Consider a resolution awarding a contract for construction of the Water System Capital Improvements Plan - Phase 2 Project to A&B Construction, LLC in the amount of $3,461,390.00

 

 

Background:                     

On May 3, 2016, Council approved Resolution No. 3745 authorizing a loan application to the Texas Water Development Board (TWDB) for State Water Implementation Funding (SWIFT) for the construction of water system improvements in the amount of $12,180,000.  On August 16, 2016, Council approved Resolution No. 3794 for a financing agreement with the TWDB based on the issuance of Certificates of Obligation for repayment of the loan.

The overall Water System Capital Improvement Plan was finalized in October 2017 which identified multiple phased projects to replace old, deteriorating water mains and services throughout the City.  The design for the Phase 2 projects was completed and authorized by the TWDB for construction earlier this year.  City Council approved Resolution No. 4381 on July 20, 2021, which provides authorization of the competitive sealed proposal method as the best value project delivery method for the Water System Capital Improvements Plan - Phase 2 project.

The project consists of the replacement of approximately 16,350 lineal feet of 8-inch diameter water main by various methods of construction such as open trenching, pipe bursting and horizontal directional drilling.  The work also includes water service replacements and associated asphalt and concrete pavement repair.  A Location Map for the project is attached.

On September 22, 2021 three (3) competitive sealed proposals were received.  A compliance check of each proposal revealed one (1) proposal was nonresponsive to the Request for Competitive Sealed Proposals and was therefore not evaluated.  Based on evaluations of the responsive proposals, staff recommends A&B Construction, LLC provides the best value and be awarded a contract in the amount of $3,461,390.00. Construction is to be substantially complete within 180 calendar days from notice-to-proceed. 

 

Financial Impact:

Funding is included in the Water/Wastewater Capital Improvement Project Fund with funding provided by the 2020 SWIFT Certificates of Obligation.
